PILF Files Sixth and Final Voter List Maintenance Complaint in Minnesota Over Duplicate Registrations

The Foundation filed six complaints concerning 515 duplicate registrations in six Minnesota counties.  

(Minneapolis, MN) – September 30, 2022: Today, the Public Interest Legal Foundation filed a Help America Vote Act complaint in Ramsey County against county election officials who have failed to remove duplicate voter registrations from the county voter roll.

Under the Help America Vote Act, or HAVA, states are required to implement a computerized statewide voter registration list that is accurate and eliminates duplicate registrations. This brings the total number of HAVA complaints filed by the Public Interest Legal Foundation against Minnesota counties to six this week.

Available government records indicate that there are 62 people on Ramsey County’s voter roll that appear to have two voter registration numbers, despite having the same year of birth and address. Across the six counties the Foundation filed HAVA complaints in, the Foundation found a total of 515 duplicate registrants. 

“This week, we filed six HAVA complaints in six Minnesota counties with a total of 515 duplicate registrants on the county voter roll,” said PILF President, J. Christian Adams. “No cases like these have ever been filed before in states exempted from the list maintenance requirement of the National Voter Registration Act. Through the Help America Vote Act, the Public Interest Legal Foundation innovatively found a way to fix the problem of duplicate registrations in Minnesota.”
