Public Interest Legal Foundation Welcomes Former DOJ Litigator Jewel Lightfoot as Litigation Counsel

The Public Interest Legal Foundation (PILF) is proud to announce that Jewel Morris Lightfoot IV has joined the organization as a Litigation Counsel, bringing with him substantial litigation experience from the United States Department of Justice and a distinguished record of public service.

Jewel most recently served in the DOJ’s Civil Division, where he handled complex litigation on behalf of the federal government. Prior to that, he served as an Attorney Advisor in the Department’s Executive Office for Immigration Review through the Attorney General’s Honors Program. The program serves as the DOJ’s premier pathway for new attorneys. He then began his legal career as a Judicial Law Clerk in the Baltimore City Circuit Court.

“Jewel brings years of experience with the federal government’s litigation apparatus to PILF,” said J. Christian Adams, President of the Public Interest Legal Foundation. “His time at the Department of Justice and his broad litigation background make him uniquely prepared to help us navigate high-stakes cases.”

Jewel’s litigation portfolio spans every level of the American legal system, including state, federal, and administrative courts. He is a veteran of the United States Navy, where he served for over a decade and departed as a Lieutenant Commander in 2025.

He holds a B.S. in Political Science from the United States Naval Academy and earned his J.D. from the American University Washington College of Law. He is licensed to practice law in Texas, Maryland, and New York.
