PILF HAVA Complaint: Thousands of Duplicate, Triplicate Voter Registrations in North Carolina

Published On: October 21st, 2026

ALEXANDRIA, VA (October 21, 2026) – The Public Interest Legal Foundation (PILF) filed a Help America Vote Act (HAVA) complaint in North Carolina for thousands of apparent duplicate and triplicate voter registrations in the statewide voter database. The Foundation identified 3,674 matched sets records ahead of the 2026 Midterm Elections.

The findings expand on PILF’s outreach earlier this month identifying more than 1,200 duplicate registration records involving name variations or nicknames with matching residential addresses and birth years.

PILF requested a response to its sample finding by October 13 and warned that it would file a formal complaint if the identified issues were not addressed.

“North Carolina has made significant progress in cleaning up its voter rolls, and the board deserves credit for removing thousands of duplicate registrations,” said Amanda Fischer, PILF’s communications director. “PILF’s expanded review shows that more work is needed. Accurate voter rolls are vital to public confidence in elections.”
