PILF to Green Bay City Council: Fire Your Elections Clerk

GREEN BAY, WI (July 13, 2026)  The Public Interest Legal Foundation (PILF) sent a letter to Green Bay Mayor Eric Genrich and city aldermen demanding action after Clerk Celestine Jeffreys committed two legal violations, according to the Wisconsin Elections Commission (WEC). This follows the City’s recent decision to place her on administrative leave.

PILF filed the first WEC complaint against Clerk Jeffreys after she failed to complete post-election audits for the 2024 Presidential Election. This year, she was caught sending Green Bay voters second absentee ballots after their originals had already been submitted for counting. Rather than take responsibility, she blamed a snowstorm and a computer glitch while assuring the State that no fraud had occurred.

“Mistakes have followed mistakes, and Clerk Jeffreys has ignored the law, over and over,” said PILF President and General Counsel J. Christian Adams.

The Public Interest Legal Foundation (PILF) is the nation’s only public interest law firm dedicated wholly to election integrity. The Foundation exists to assist states and others to aid the cause of election integrity and fight against lawlessness in American elections. Drawing on numerous experts in the field, PILF seeks to protect the right to vote and preserve the Constitutional framework of American elections.
