Kansas Now Requires Ballots to Arrive by Election Day, Strengthening Election Integrity
(Alexandria, VA) – March 28th, 2025: The Public Interest Legal Foundation (PILF) is proud to have led the effort behind Kansas’ newly enacted election law requiring that all ballots be received by Election Day to count. This major reform is the direct result of PILF’s relentless advocacy and legal expertise in protecting the sanctity of the ballot box.
PILF President J. Christian Adams played a pivotal role in shaping the legislation by testifying to state lawmakers and making the case for clear ballot deadlines to prevent post-election chaos and enhance public confidence in the electoral process.
“H.B 2017 strengthens important state interests, including compliance with federal law, enhanced voter confidence, and streamlined election administration,” Adams told the Kansas House in January arguing in favor of the recently passed law.
For years, PILF has championed the importance of strict ballot receipt deadlines, highlighting how states with previously shoddy standards have massively improved their election integrity in its landmark report, Worst to First. The report detailed how Florida, once maligned for its electoral system, was able to institute common sense policy and ensure secure elections.
Kansas’ decision follows PILF’s significant legal victory in Virginia, where the organization successfully sued to require election officials to only count ballots received by Election Day.
